Cultivators posses a mythical creature soul; in the five realms known in canon, those souls are dragon aligned, and referred to as being Dragon Souled. Consequently, he's a natural born shapeshifter, constrained to an eastern styled dragon of blue fur and white scales roughly the size of a fox (although longer than a fox) onboard the train. At full size off train, his head is roughly two metres long, and he stands about three metres at the shoulder. He's much, much, much longer than he is tall.

Generally pan, leans toward men. Emotional connection is more important to him than gender (there are aspects of this which won't make sense to him where pronouns don't serve a similar cultural function) or sex (which comes down to parts, and he's not particularly concerned about those).

General Character Permissions

Flirt

Yes. He may or may not notice, and most likely will not reciprocate unless it's established they're teasing, or he does have genuine feeling.

Hug

Yes. He's more casual about hugs in AU as they're part of tactile reinforcement, though he prefers to be hugged versus initiating hugs.

Kiss

Go for it. His response will vary, but don't expect it to be positive if not in a committed relationship with the initiator, and the kiss being anything other than obviously platonic (to the top of his head, etc).

Make Sweet, Sweet Love

He will have a strong refusal if not in a committed relationship.

Date

He won't 'date,' but he will get engaged if he falls head over heels. If it's not reciprocated with him, he'll settle entirely into unrequited love and be fine with that, in the sense that it's what his person of affection desires, so it's what he'll respect. Sometimes love is letting go, and his personal happiness doesn't outweigh the happiness of someone he loves.

That said, I the player am fine with him getting romantically involved with one/more individuals, though the "more" would have him struggling internally! I'm also 100% happy for him to be the object of other people's affections, he'll be polite but firm in drawing lines where he doesn't feel the same. Also will not let it affect a friendship, because friends are more important to him than concepts of romance. I go with natural IC chemistry for these things, unrequited and otherwise, but hit me up if you want to talk about any specific plans.

Touch the Headribbon

Go for it, says I, the player. Jingyi will not appreciate it from most anyone, but how he responds will depend on what the person does, who specifically it is, and how unknowingly this occurs. If you're targeting him and know the meaning to his headribbon, he'll be very unhappy. Unless they're romantically involved or family, adopted or otherwise. (Or his sect leader.)

Yes. Win, lose, he'll do as he can.

Injure

Yes. Anything that isn't fatal or causing permanent limb loss. Those require discussion.
